Utah's general minimum-speed statute applies only to motor vehicles, not bicycles. However, a bicyclist riding two abreast must not impede the normal flow of traffic and must stay within a single lane.

Utah allows a cyclist approaching a stop sign to proceed through without stopping, as long as the cyclist slows to a reasonable speed and yields to pedestrians and other traffic with the right of way. The allowance does not apply at an intersection with an active railroad grade crossing, and it does not extend to red lights.
